The Master Plan

A City of Whitehorse Master Plan, released in 2002, remains in use for guidance in managing the Blackburn Creeklands park.  The Master Plan came into being as part of a program by the Council to develop master plans for each of the parks in the municipality.  Execution of the plan, of course, needs to take into account changes in the overall situation since then including such mundane matters as the availability of funds (eg from Council or Melbourne Water).

Inputs to the plan were:

  • A Strategic Plan produced by the Blackburn Creeklands Advisory Committee covering the period 1997 – 2002.
  • A November, 2001 report by Practical Ecology Pty Ltd for the City of Whitehorse on the Assessment of Flora, Fauna and Habitat at the Blackburn Creeklands and General Recommendations for Conservation Management.

The City of Whitehorse Blackburn Creeklands Master Plan followed in September, 2002 including the Practical Ecology report as an appendix.

The report includes several maps based on Existing Features Survey Plans (1997) for parts of the park:
